Website Accessibility Policies
RCAST promotes web accessibility based on the following 5 policies established under the supervision of Fukushima Lab and the Barrier-Free Project.
1. We aim for smooth access to information
Our website accessibility is serviced for those with disabilities and who are simultaneously current students or personnel of the University of Tokyo, students who seek admission to RCAST, or researchers who utilize the RCAST website to gain information. Our website aims to allow them to smoothly access website information via instruments and/or software for computer access assistance, as well as other information assurance devices, that they are currently using. We take into account as many types of disabilities and access environment as possible, so as to realize smoother website access for as many users as possible.
2. We aim for realization of universal design
We aim for improvement in web accessibility that also improves usability of able-bodied users. The RCAST website aims at attaining universal design that offers a single outlet to all users, regardless of disabilities. We also take into consideration how to improve usability of able-bodied users via improvement in general web accessibility, in aspects such as site architecture, screen design, layouts of various information, etc.
3. We aim for web accessibility that takes into account the needs and the status quo
We take into consideration the needs of users with disabilities and the status quo of barrier-free by hearing voices from both users with disabilities and those daily making barrier-free assistances; such input is realized through collaboration with Fukushima Lab and the Barrier-Free Project, as well as Disability Services of the University of Tokyo. The University of Tokyo has established Disability Services to have skilled staff assist students and school personnel with disabilities. Fukushima Lab and the Barrier-Free Project, propagates academic research on barrier-free, while simultaneously engaging in educational and promotional activities for the general public to construct barrier-free space within the "real world." In order for students and researchers with disabilities to gain necessary information, we have found collaboration with these two organizations to be essential. Through collaboration with the two organizations, as well as their networks of people with disabilities, we shall continue to offer web accessibility that would meet the needs of students and researchers with disabilities.
4. We aim for correction to digital divide and instantaneousness of information
We aim to provide information to users with disabilities with similar quality as those transmitted to able-bodied users, with minimum time lag.
The RCAST website aims to correct the digital divide between able-bodied users and users with disabilities to the maximum extent. Since instantaneousness of information is an important aspect of information quality, we try to minimize any time lag if we have to opt to alternative information transmission methods for users with disabilities in lieu of those provided for able-bodied users.
5. We aim to realize optimum informational flow design
True improvement to web accessibility must be based on a truly reasonable informational flow design. True improvement to web accessibility cannot be achieved by merely following guidelines such as W3C Recommendation, Web Accessibility Initiative (WAI), etc., or merely promoting instruments and/or software for computer access assistance, as well as other information assurance devices, which are produced for barrier-free in informational space. We believe that true improvement to web accessibility can only be achieved if all personnel involved in website production make thorough assessments and discussions on selection of information, ranking of informational necessity, information flow in view of infrastructure maintenance in the real world, establishment of smooth flow lines within the website, in order to realize currently optimum informational flow design.

The RCAST website is based on the W3C Recommendation, "Web Content Accessibility Guidelines 1.0."

* For voice browsers, shortcuts to website information are placed at the top of the pages.
